(a) (1) The Council shall appoint an Executive Director qualified by training and experience. (2) The Executive Director is the chief administrative and planning officer and technical advisor of the Council. (b) The Executive Director serves at the pleasure of the Council. (c) The Council shall establish the powers and duties of the Executive Director. (d) The Executive Director is entitled to the compensation that the Council sets.
