(a) (1) All expenses incurred and disbursements made by the Division of
Correction under § 9-511 of this subtitle for the guarding, transporting, lodging,
feeding, clothing, and medical and other care of incarcerated individuals working
under §§ 9-508 through 9-513 of this subtitle for the State Highway Administration
shall be paid out of money in the Treasury that has not been otherwise appropriated
and is available for those purposes or, subject to paragraph (2) of this subsection, out
of money appropriated for those purposes.
(2) (i) The Division of Correction may not pay the expenses
specified in paragraph (1) of this subsection out of money appropriated for those
purposes unless the Governor approves the payment and orders the Comptroller to
make the payment.
(ii) The Comptroller shall draw a warrant on the Treasury, as
otherwise provided by law, for the amount ordered by the Governor.
(b) A county or municipal corporation to which incarcerated individuals
have been assigned under § 9-510 of this subtitle may make any appropriations,
assessments, and levies necessary to enable the county or municipal corporation to
pay the expenses and payments authorized or required under §§ 9-508 through 9-
513 of this subtitle.
(c) The payments required to be made by the State Highway
Administration under § 9-512 of this subtitle shall be paid out of the State Highway
Administration's appropriation.
