(a) In this subtitle the following words have the meanings indicated. (b) "County commissioners" means the Board of County Commissioners of Queen Anne's County. (c) "Permit" means: (1) a multiple gaming device permit issued under § 13-2003 of this subtitle; or (2) a raffle permit issued under § 13-2004 of this subtitle. (d) (1) "Raffle" means a lottery in which a prize is won by a person who buys a paper chance. (2) A "raffle" is not a multiple gaming device regulated under § 13- 2003 of this subtitle unless run in conjunction with an event that requires a multiple gaming device permit.
