A warrant issued under § 9-107 of this title shall authorize the law enforcement officer or other person to whom it is directed: (1) to arrest the accused at any time and any place where the accused is found within the State; (2) to command the aid of all law enforcement officers or other persons in the execution of the warrant; and (3) to deliver the accused, subject to the provisions of this title, to the duly authorized agent of the demanding state.
