(a) On or before September 30 of each year, the Public Defender shall submit a report to: (1) the Board of Trustees; (2) the Governor; and (3) in accordance with § 2-1257 of the State Government Article, the General Assembly. (b) The report shall include: (1) pertinent data about the operations of the Office, including projected needs, a breakdown of the number and type of cases handled, and relative dispositions; and (2) recommendations for statutory changes, including changes in the criminal law or Maryland Rules to control crime and improve the criminal justice system.
