(a) A person may not purchase or fraudulently receive from any person engaged in transporting coal, iron, lumber, merchandise, or property consigned to another: (1) Without the consent of the owner of the property; and (2) With knowledge that the property is consigned. (b) (1) A person who violates subsection (a) of this section is liable to the owner of the property in a civil action for damages equal to double the value of the property. (2) An action brought under this section may be brought in the name of either the consignor or consignee of the property.
