(a) In this title the following words have the meanings indicated.
(b) (1) "Eligible spouse" means the spouse of an active service member
or an eligible veteran.
(2) "Eligible spouse" includes the surviving spouse of:
(i) an eligible veteran; or
(ii) an active service member who died before the date on
which the application for a license is submitted.
(c) "Eligible veteran" means a veteran who was discharged from active duty
before the date on which the application for a license is submitted.

(d) (1) "License" means any grant of authority to an individual to
practice an occupation or profession.
(2) "License" includes a certificate, permit, or registration.
(e) "Unit" means a unit in the Department that is authorized to issue a
license.
