Each petroleum transporter: (1) shall keep for inspection a manufacturer's certificate of origin that shows the measured calibration by pots or compartments for each vehicle that meets the definition of a conveyance; or (2) if such a certificate is unavailable, shall get and keep for inspection at the request of the Comptroller a certificate from a governmental unit or professional engineer.
