(a) A majority of the members then serving on the Board is a quorum. (b) No formal action may be taken by the Board without the approval of a majority of the members of the Board eligible to vote. (c) The Board shall meet at least once a month, at the times and places that the Board determines. (d) Subject to the State budget, each member of the Board is entitled to: (1) a reasonable fee set by the Board for each day on which the member is engaged in the duties of office; and (2) reimbursement for expenses under the Standard State Travel Regulations. (e) The Board may employ a staff in accordance with the State budget. (f) The Board shall have its principal office in Baltimore City.
