(a) The Maryland Police Training and Standards Commission shall identify
initial and continuing training programs for security guard certification and renewal
of certification, as required in §§ 19-402 and 19-404.1 of this subtitle.
(b) The training programs under subsection (a) of this section shall include
training on the following:
(1) relevant criminal law;
(2) the appropriate use of force;
(3) the use of alternatives to force;
(4) the use of de-escalation techniques; and
(5) promoting appropriate interactions with individuals who:
(i) are under 18 years of age;
(ii) have behavioral health or other disabilities; or
(iii) are in crisis.
(c) Subject to subsection (d) of this section, the training programs identified
by the Maryland Police Training and Standards Commission under subsection (a) of
this section shall satisfy the following training requirements:
(1) the 12-hour initial training requirement under § 19-402 of this
subtitle; and
(2) the 8-hour continuing security training under § 19-404.1 of this
subtitle.
(d) If the Maryland Police Training and Standards Commission is unable to
identify an initial or continuing training program under subsection (a) of this section,
the Commission shall establish an initial or continuing training program that meets
the requirements under subsection (b) of this section.
(e) The Maryland Police Training and Standards Commission shall
prominently publish the list of the programs identified under subsection (a) of this
section or established by the Commission under subsection (d) of this section on the
Commission's website.
