(a) No person may engage in the business of a wholesale seedsman in the
State unless he first obtains a permit.
(b) He shall apply to the Secretary on a form determined and furnished by
the Secretary. The application shall be verified by the oath of the applicant or, if the
applicant is a corporation, by the oath of some of its officers.
(c) Upon payment of a $100 permit fee, the Secretary shall issue to the
applicant a wholesale seedsman permit for an annual period beginning July 1 each
year.
(d) Out-of-state wholesale seedsmen doing business in the State shall
obtain a permit in the same manner.
(e) Any permit issued under this subtitle may be revoked or suspended by
the Secretary upon satisfactory proof that the seedsman has violated any provision
of this subtitle or any of the rules and regulations adopted under it. A permit may not

be revoked or suspended until the holder has been given an opportunity for a hearing
by the Secretary.
(f) The Secretary may issue a stop-sale order to any wholesale seedsman
who offers or exposes seed for sale without holding a valid permit.
