Subject to the exemptions of this subtitle, no person may engage in the
business of slaughtering any livestock, or preparing or labeling any livestock carcass,
or part of it, for use as human or animal food, or transporting, buying, or selling any
dead, dying, disabled, or diseased livestock without obtaining an annual license. The
Secretary shall issue the license for an annual license fee of $25.
