In lieu of an inspection certificate, imported cattle may be detained at any
suitable location in the State nearest any State line from which they are shipped and
examined at the expense of the owner. Cattle may be shipped in quarantine to their
destination in the State pursuant to departmental rules and regulations if they
remain in quarantine until properly examined at the expense of the owner and
released by the Secretary.
