If the Secretary presents facts to the Governor showing the existence of any
contagious or infectious disease among domestic animals of another state, the
Governor, by proclamation, may declare any state or any geographical area of it, in
quarantine. During the quarantine no person may bring into the State from a
quarantined area any animal of the kind so infected.
