(a) The Secretary, after investigation and public hearing, may:
(1) Establish official standards or grades for any fruit or vegetable;
(2) Adopt rules and regulations governing the markings required on
the container of any fruit or vegetable, for the purpose of showing any or all of the
following:
(i) The true grade or size of the product, or both, according to
any applicable standard or grade established by the Secretary;

(ii) The name and address of the grower or packer;
(iii) The name of the state where grown; or
(iv) The variety, quantity, quality, condition, and size of the
product.
(b) Any standard, grade, rule or regulation established under this section
does not take effect until 30 days after it is adopted officially. After this period, every
container of any fruit or vegetable shall bear plainly and conspicuously on its exterior
any marking prescribed by the Secretary under this section.
