(a) A municipality may impose a penalty for the violation of an ordinance passed for the regulation and control of a license holder under this title. (b) (1) In lieu of suspension, the municipality may impose a fine not exceeding $2,500, which shall be paid into the general fund of the county. (2) In deciding whether to fine a license holder or suspend the license, the municipality shall consider whether: (i) the public welfare and morals would be impaired by allowing the license holder to operate during the suspension period; and (ii) the payment of the fine will achieve the desired disciplinary purposes.
