(a) The county governing body shall regulate the retail sale of alcoholic beverages in the county. (b) (1) A law regulating the retail sale of alcoholic beverages that is enacted by the county governing body prevails over a provision in the Code of Public General Laws of Maryland. (2) Unless the county governing body enacts a conflicting or inconsistent law regulating the retail sale of alcoholic beverages, the Code of Public General Laws remains in effect.
