(a) The County Council sits as the Board.

(b) (1) Each member of the County Council may appoint a substitute
member to the Board.
(2) The substitute member shall be from the same County Council
district as the appointing member of the County Council.
(3) The substitute member serves:
(i) at the will of the appointing member of the County Council;
and
(ii) for as long as the appointing member of the County Council
remains in office as a member of the County Council.
(4) The substitute member has all the powers and duties of the
appointing member of the County Council when acting on the Board.
(c) (1) A member of the Board may not:
(i) have a financial interest, directly or indirectly, in the
manufacture of any alcoholic beverage; or
(ii) derive profit or remuneration from the purchase or sale of
an alcoholic beverage, other than the salary payable for the performance of the duties
of the position required under this section.
(2) A person who violates this subsection is guilty of a misdemeanor
and on conviction is subject to imprisonment not exceeding 30 days or a fine not
exceeding $2,000.
