The waiting periods specified in § 4-214(a) of this article do not apply if the grounds for the denials were that: (1) the license was not necessary to accommodate the public; (2) under the license, the premises would not be suitable for the sale of alcoholic beverages; or (3) the Board determined the applicant not to be a proper license holder.
