(a) The Board may adopt regulations to carry out this article, including
regulations regarding:
(1) the presence on a licensed premises of an individual who is not a
consumer; and
(2) the issuance of a license when the actual use of the license is to
be deferred until the completion of construction or alterations on the premises.
(b) The Board shall:
(1) publish notice of an intended action to change or adopt
regulations at least 30 days before the effective date of the proposed regulations in a
newspaper of general publication in the county; and
(2) give all interested persons a reasonable opportunity to submit
data or views orally or in writing before the effective date of the regulations.
