(a) (1) (i) A license may not be renewed unless the license holder has
actively engaged in the sale of alcoholic beverages as authorized by the license within
1 year before the date of application for renewal.

(ii) An attempted renewal of a dormant license not in
accordance with this section is void.
(2) Except as provided in paragraph (3) of this subsection, the
reissuance of a dormant license is subject to the hearing, notice, and other provisions
of Title 4, Subtitle 2 of this article.
(3) The Board may renew or reissue the dormant license of a license
holder without holding a hearing if:
(i) the main building of the licensed premises has been
destroyed by fire, wind, or flood; and
(ii) the license holder proves that substantial efforts are being
made to restore, replace, or repair the licensed premises.
(b) (1) A license reissuance is in effect for 1 year after the Board
approves the reissuance.
(2) The license holder may seek a reissuance for an additional year
by following the procedures of this section.
(3) The license holder shall pay the annual license fee for each year
of the reissuance, including any year that the licensed premises is not open.
