Adoption of rules

1. Routine technical rules. The commissioner may adopt rules concerning the sale, use, storage,
transportation and display of consumer fireworks, fireworks and special effect pyrotechnics and to carry
out the purposes of this chapter. Rules adopted pursuant to this subsection are routine technical rules
pursuant to Title 5, chapter 375, subchapter 2-A.

2. Major substantive rules. After December 31, 2013, the commissioner may adopt rules
governing the reporting of consumer fireworks-related injuries by health care providers. Rules adopted
pursuant to this subsection are major substantive rules pursuant to Title 5, chapter 375, subchapter 2-A.
