Comprehensive program on substance use disorder

The department shall establish and provide for the implementation of a comprehensive and
coordinated program of substance use disorder prevention and treatment in accordance with
subchapters 2 and 3 and the purposes of this Act. The program must include the following elements.

1. Public and private resources. All appropriate public and private resources must be coordinated
with and utilized in the program.

2. Program. The program must include emergency treatment provided by a facility affiliated with
a general hospital or with part of the medical service of a general hospital.

3. Treatment. The department shall provide for adequate and appropriate treatment for drug users,
persons with substance use disorder and persons admitted under sections 20043 and 20044. Treatment
may not be provided at a correctional institution, except for inmates.

4. Contract with facilities. The department shall contract with approved treatment facilities
whenever possible. The administrator of any treatment facility may receive for observation, diagnosis,
care and treatment in the facility any person whose admission is applied for under any of the procedures
in this subchapter.
