Rule-making authority

The superintendent may establish by rule reasonable procedures and standards to fulfill the
purposes of this subchapter and may contract with third parties for the purpose of fulfilling
responsibilities under this subchapter. Rules adopted pursuant to this subchapter are routine technical
rules as defined in Title 5, chapter 375, subchapter II-A. [PL 1997, c. 457, §23 (NEW); PL 1997,
c. 457, §55 (AFF).]
