1. Payment priority. Payments made on behalf of the department for TANF assistance, the Parents as Scholars Program under chapter 1054-B and for foster care have priority over other payments and must be made without delay whether or not they are pursuant to a state plan or contract. The department shall cooperate with other state agencies to accomplish priority payments. [PL 1997, c. 530, Pt. A, §16 (NEW).] 2. Transfer of funds. [PL 2007, c. 282, §2 (RP).] 3. Balances of funds not to lapse. Any balances of funds appropriated for TANF or ASPIRE- TANF may not lapse but must be carried forward from year to year to be expended for the same purposes.
