Medicaid report

1. Special report. The commissioner shall prepare an annual report detailing all receipts and
expenditures in the Medicaid program for the prior year and proposals for the coming year.
A. This document shall include, but not be limited to, the following information: A listing of
revenues and expenditures for every professional, institutional or other service provided in the
Medicaid program. This shall include levels of service, rates of reimbursement, numbers of
providers and recipients of service and shall specify areas where there is discretion on the use of
these funds by the State. This report shall also list all transfers of funds between Medicaid line
accounts or service reimbursements and the reasons for those transfers. [PL 1985, c. 392 (NEW).]
B. The information provided under paragraph A shall be broken into lines for both federal and

2. Submission to Legislature. The Medicaid report prepared pursuant to subsection 1 must be
submitted to the Legislature prior to January 15th of each year. The report submitted under this section
must be transmitted to the joint standing committees of the Legislature having jurisdiction over
appropriations and financial affairs and health and human services matters.

3. Monthly expenditure projections. The commissioner shall prepare a monthly report detailing
all expenditures in the Medical Care - Payments to Providers program for each month of every fiscal
year. This document must include sufficient detail, including expenditures by fund and category of
service, for the month as well as historical data, fiscal year-to-date amounts and projections for the
remainder of the biennium and the ensuing biennium. The report also must include monthly statistics
on the number of individuals eligible for Medicaid and Children's Health Insurance Program benefits.
The report must be submitted to the joint standing committees of the Legislature having jurisdiction
over appropriations and financial affairs and health and human services matters no later than 15 days
following the end of each month.
