Establishment; area

1. Allagash Wilderness Waterway. The Allagash Wilderness Waterway, in this subchapter
called the "waterway," is established. The area of the waterway includes the watercourse as defined in
section 1872, subsection 12 and all land area and all waters within one mile of the bounds of the
watercourse as defined in section 1872, subsection 1.

2. Watercourse. The watercourse within the waterway is established covering an area as defined
in section 1872, subsection 12.

3. Restricted zone. A restricted zone within the waterway is established, covering an area as
defined in section 1872, subsection 8, to preserve, protect and develop the maximum wilderness
character of the watercourse. The boundaries of the restricted zone must be determined by the bureau
after survey. The bureau shall establish a minimum width of 400 feet from the bounds of the
watercourse as the width of the restricted zone if in the bureau's discretion that 400-foot width can
preserve, protect and develop the maximum wilderness character of the watercourse. The bureau shall
determine a greater width up to 800 feet as the width of the restricted zone if in the bureau's discretion
the greater width is necessary to preserve, protect and develop the maximum wilderness character of
the watercourse.
