Chief executive officer

The chief executive officer shall be the chief administrative officer of the authority and shall be
appointed by the Governor, subject to review by the joint standing committee of the Legislature having
jurisdiction over housing and economic development and to confirmation by the Legislature. At least
10 days before the Governor seeks review by the joint standing committee, the Governor shall consult
with the members of the authority regarding the proposed appointee. [PL 1989, c. 4, §1 (AMD).]
The chief executive officer shall supervise the administrative affairs and technical activities of the
authority in accordance with rules and policies of the authority. The chief executive officer shall, in
the name and on behalf of the authority: [PL 1985, c. 344, §21 (AMD).]
1. Employ directors. In accordance with procedures of the authority, employ the directors of the
divisions established by the authority. The directors shall serve at the pleasure of the chief executive
officer;

2. Employ professional and nonprofessional personnel. In accordance with procedures of the
authority, employ professional and nonprofessional personnel, including private legal counsel and
financial experts, of the authority. The personnel shall serve at the pleasure of the chief executive
officer;

3. Provide for coordination of personnel and programs. Provide for the sharing of personnel
among the divisions and the authority and provide for the coordination of administration of common
projects and programs;

4. Attend meetings. Attend or be represented at meetings of the members and boards of the
authority;

5. Approve expenses. Approve all accounts for salaries, per diems, allowable expenses of the
authority, or of any employee or consultant, and expenses incidental to the operation of the authority;

6. Publish an annual report. Make an annual report to the members of the authority documenting
its actions and make other reports at the request of the members of the authority;

7. Maintain a liaison with other state agencies. Maintain a close liaison with the Department of
Economic and Community Development; Department of Agriculture, Conservation and Forestry; and
Department of Marine Resources; and provide assistance to facilitate the planning and financing of
eligible projects;

8. Perform other duties. Perform other duties directed by action of the members of the authority
in carrying out the purposes of this chapter; and

9. Provide information on employment opportunities. Provide copies of the employment plans
required by section 979 to the Department of Labor and the Department of Health and Human Services.
