The authority may establish and administer a student loan insurance program as provided in Title 20-A, chapter 417. [PL 1989, c. 698, §10 (NEW).] 1. Agency of jurisdiction for guaranteed loan program. For the purpose of the Constitution of Maine, Article VIII, Part First, Section 2, the authority, in accordance with Title 20-A, chapter 417, is the agency authorized under the federal guaranteed loan program to direct the issuance of bonds, to loan funds and to secure funds for loans to Maine students attending institutions of higher education.
