Louisiana Code § SRULE 13.57

Committee members; privileges

The privileges of committee members shall include the right to: (1) Participate freely in committee discussions and debate, but to speak only when recognized by the chairman. (2) Offer motions. (3) Assert points of order and privilege. (4) Question witnesses, upon recognition by and to the extent permitted by the chairman. (5) Offer any amendment to any instrument.
