A. The chairman shall have the same rights and duties as a member of the committee as all other members. B. The chairman of a committee may vote on all questions before the committee, but shall be required to cast his vote only when the committee is equally divided. The duty of the chairman to vote to break a tie exists only if he has not voted previously.
