Order of business; vote required to change

A. The order of business shall not be postponed or changed except by the favorable vote of at least a majority of the members. B. A legislative instrument may be placed in Special Order for consideration on a succeeding day by a majority of the senators present and voting. C. A motion to call up a bill out of its regular order shall require the consent of a majority of the senators.
