A. A local government, in conjunction with a financial institution, may submit an application, on a form prescribed by the commissioner, to the commissioner for the designation of a banking development district within a specified geographic area. B. A financial institution may apply to open a branch in the banking development district at the time the local government submits an application for the designation of such a district.
