Node operating; home digital asset mining; exceptions; liability

A. It shall be legal in this state to operate a node for the purpose of connecting to a blockchain protocol, or a protocol built on top of a blockchain protocol, and transferring digital assets on a blockchain protocol or to participate in staking on a blockchain protocol. B. Nothing in this Chapter restricts or prohibits the attorney general from initiating actions pursuant to the Unfair Trade Practices and Consumer Protection Law, including but not limited to actions brought for fraud, in connection with offering or providing digital asset mining or staking as a service to individuals or other businesses. C. Nothing in this Chapter shall restrict, impede, limit, exempt, or prohibit any person, entity, transaction, or conduct from the jurisdiction or application of Louisiana Securities Law, R.S. 51:701, et seq., or any other federal or state securities law.
