A. The department may issue permits for outdoor advertising devices along highway rights-of-way in areas designated in a department forestry management plan. Applications for permits for devices in such areas may be denied if the department plans to reforest the area with trees or other vegetation which would eventually cause the location to be unfavorable for such use. B. The term "forestry management plan" as used in this Section means that plan for use of areas within the highway rights-of-way of the interstate system for the harvesting and replanting of timber as determined by the Departments of Agriculture and Forestry and Transportation and Development.
