Conspiracy to raise bids on contracts or supplies; penalty

No person shall collude to raise prices either in construction work or in supplying materials for any state highway work. Whoever violates this Section, including any officer acting for a corporation, shall be fined not more than one thousand dollars or imprisoned for not more than twelve months, or both.
