Funding for this program shall be provided by: (1) That portion of appropriations from the state general fund to the parish voluntary councils on aging not needed to match the federal Older Americans Act or other matching fund programs. In January of each year, the office shall certify to the legislature and to the councils on aging the amount of funds available under this program. (2) Persons eligible for the program shall be assessed an appropriate fee on a sliding scale based upon the person's ability to pay. The fee scale shall be established by the office by regulation and shall provide a minimum income level below which no fee shall be assessed. Fees collected pursuant to this program shall be maintained separate from other funds and shall be used only for the purposes of increasing the provision of any of the services allowed under this program to eligible persons.
