In this Chapter: (1) "Approved runaway and homeless youth residential program or facility" means any residential program or facility licensed by the division of licensing and certification of the Department of Children and Family Services as a child residential care provider including a community home, a group home, a residential home, an adult residential facility possessing a waiver for the housing of juveniles, or an emergency shelter. (2) "Department" means the Department of Children and Family Services. (3) "Director" means the administrator of an approved runaway and homeless youth facility or program. (4) "Homeless youth" means a person under the age of twenty-one who is without a place of shelter where supervision and care are available. (5) "Runaway youth" means a person under the age of eighteen years who is absent from his legal residence without the consent of his parent, guardian, or legal custodian. (6) "Youth" means "runaway youth" and "homeless youth".
