The State Auditor shall on the fifteenth day of December, annually, publish in the official journal of the state, for thirty days, the names of all persons who became defaulters to the state during the year, together with the amount of their defalcations. No person whose name is in this published list shall be entitled to receive his commission until he has exhibited the proper discharge from the State Auditor.
