A. Enforcement proceedings shall be instituted in the district court for the parish in which the meeting took place or will take place. B. Enforcement proceedings shall be tried by preference and in a summary manner. Any appellate court to which the proceeding is brought shall place it on its preferential docket, shall hear it without delay, and shall render a decision as soon as practicable.
