The following acts and the causing thereof are prohibited: (1) The verbal or written misrepresentation of any water treatment device by any person selling such devices to the public for the purposes of inducing, directly or indirectly, the purchase of water treatment devices. (2) The sale of any water treatment device to the public without a permit issued by the department.
