A. The provisions of this Part shall be liberally construed to accomplish its purposes. B. The powers granted to and under this Part are supplemental to powers granted to an authority under any other law. C. The provisions of this Part do not authorize an authority to: (1) Exercise the power of eminent domain. (2) Impose any tax or special assessment.
