The department shall adopt rules in accordance with the Administrative Procedure Act to implement this Part. The rules shall include rules: (1) Specifying the form and content of applications for a certificate. (2) Specifying necessary details for reconsideration of denial of certificates, revocations of certificates, hearings required or authorized by this Part, and appeals. (3) To effect the active supervision by the department of agreements between health care facilities. These rules may include reporting requirements for parties to an agreement for which a certificate is in effect.
