Safety bolts on certain windows; penalty for failure

Every person who constructs a commercial building in a municipality having a population of fifty thousand or more persons shall install safety bolts on all windows opening on the second or any higher floor to safeguard employees engaged in window cleaning, window repair work, or the installation of window awnings. Whoever violates this Section shall be fined not more than two hundred and fifty dollars.
