Drainage of water into public road prohibited

No owner or user of water from artesian wells or other artificial sources of water supply shall allow water to flow or drain on any public road or highway. Whoever violates this Section shall be fined not less than five dollars nor more than twenty-five dollars or imprisoned for not less than five days nor more than thirty days.
