A. The board may, in its discretion, restore a license to any person whose license has been revoked. B. Application for the restoration of a license shall be made in such manner as the board may direct. C. If a person convicted of a felony is subsequently pardoned by the governor of the state where such conviction was had or by the president of the United States, or received a certificate of good conduct granted by the appropriate governmental agency, the board may, in its discretion, on application of such person and upon the submission of evidence satisfactory to the board, restore the nursing facility administrator's license.
