Creation of district; purpose; council control

A. There is hereby created a law enforcement district which shall be comprised of Orleans Parish in its entirety. The purpose of such law enforcement taxing district, hereinafter referred to as the "district", shall be to provide for an additional source of funding for criminal justice activities in the city of New Orleans including: (1) Operation of parish facilities, including prisons, (2) The enforcement, prosecution, and adjudication of criminal laws, and (3) Activities by the offices of the coroner, criminal sheriff, clerk of the criminal district court, and the criminal district court. B. The council of the city of New Orleans, hereinafter referred to as the "council", shall be ex officio the governing body of the district, hereinafter referred to as the "governing body".
