A. Notwithstanding any other provision of law to the contrary, the board of commissioners of any district created pursuant to this Chapter may, through a cooperative endeavor agreement, combine the funds of the district with the funds of one or more districts created pursuant to this Chapter; however, the board of commissioners of any such district shall not combine its funds with the funds of a district whose boundaries are located greater than one mile from its own. The combined funds may be used for any of the stated purposes of any district that is a party to the cooperative endeavor agreement. B. Prior to the board of commissioners taking any action to combine the funds of a district with the funds of another district as authorized in Subsection A of this Section, any such action shall be approved by a majority of the members of the homeowners association of each such district who are present and voting at a meeting of the association.
