Notice of filing petition; creation of sewerage system

A. Notice of the filing of a petition for the sewerage improvements shall be given by the clerk or secretary of the municipality by publication in the official journal, or by publication in any other newspapers in the municipality if there is no official journal, or by publication in a newspaper in the parish in which the municipality is situated if there is no newspaper published in the municipality. This notice shall be published once a week for thirty days, and after such publication for thirty days, all persons shall be barred from contesting the validity or sufficiency of the petition for the improvements or interfering with the progress of the improvements. B. The governing authority may thereupon create the sewerage district and order the construction and equipment of the sewerage system, the entire costs of the construction and equipment to be paid either by property owners in the district in accordance with R.S. 33:3980.1 or by the owners of the real property abutting on the streets in the district in proportion to their lineal frontage, each portion to constitute a first privilege on the property superior to the vendor's lien or any other lien, privilege, or mortgage, except taxes and paving liens for paving actually done.
