Sewerage districts shall be political subdivisions of the state. They may: (1) Contract for, install, maintain and operate a sewerage system within their respective limits and exercise the powers of expropriation, both within and without their limits, for the purpose of laying, installing, and operating the sewerage system and appurtenances. (2) Incur indebtedness and issue negotiable bonds for the purpose of acquiring or installing such systems, in the manner provided by law. (3) Maintain and operate such systems, extend the sewerage pipes and mains outside of the sewerage districts, and use therefor the proceeds of the maintenance tax hereinafter provided, and any money appropriated by the municipality creating the district to protect the public health. (4) Do all things and enact all rules and regulations necessary or advantageous to the installing, maintenance, operation, and use of the sewerage systems or plants.
